Roadway Responder Safety, Training, Data, and Public Education Resource Appendix

A Centralized Resource for Roadway Safety Professionals

Every roadside incident creates a shared responsibility. While roadway responders—including law enforcement, fire and rescue, EMS, transportation personnel, towing and recovery professionals, and safety service patrols—work to protect the public, they themselves face significant risks from passing traffic. Reducing these risks requires a coordinated approach that combines effective training, reliable data, evidence-based public education, and strong collaboration across disciplines.

This resource appendix was developed to serve as a centralized collection of roadway responder safety materials, research, training opportunities, public education resources, and data tools. Whether you are developing a training program, seeking educational materials, analyzing responder safety trends, or implementing a local or statewide initiative, these resources are intended to support informed decision-making and strengthen efforts to protect those who work on and alongside our nation’s roadways.

The National Distracted Driving Coalition encourages organizations to explore, share, and utilize these resources as part of a comprehensive strategy to improve roadway responder safety and promote safer driver behavior around emergency and traffic incident scenes.

Purpose and Use

This appendix is organized by function so agencies can quickly locate operational training, discipline-specific resources, data and reporting tools, public education materials, employer-policy guidance, and emerging technology references. Resources are listed for informational and educational purposes; inclusion does not constitute endorsement of a commercial product or service.
